The City of Sacramento Economic Development Department oversees the Richards Boulevard Redevelopment Area and the tax increment financing programs used to support public/private projects which provide a focused approach to revitalization. Sacramento Housing & Redevelopment Agency (SHRA) is a Joint Powers Authority created by the City and County of Sacramento to represent both jurisdictions for affordable housing and community redevelopment needs. The Agency is the leading public developer of affordable housing and oversees residential and commercial revitalization activities in 14 redevelopment areas throughout the City and County.

Enterprise Zone
The Enterprise Zone (EZ) program provides a variety of state tax incentives including a sales tax credit, rapid depreciation of business property, net operating loss carryover, and a hiring credit for five years.

The Grow Sacramento Fund can provide loans between $25,000 and $2,000,000. Loan proceeds may be used for a variety of business purposes, including the acquisition, construction or rehabilitation of a building, leasehold improvements, machinery and equipment, and long-term working capital. The Grow Sacramento Fund's mission is to provide access to long-term financing for qualifying businesses that will cerate or retain jobs and to assist energy-related businesses.

The Small Business Administration (SBA) lending program enables businesses to access low-cost financing. Sacramento has a large number of non-profit organizations and private financial institutions that provide low-cost financing to growing businesses. Specific details of each program can be obtained by contacting the Sacramento Small Business Administration office or a local SBA lender.

Small Business Development Centers are funded by grants and provide business consulting and management help to business owners in any business with less than 500 employees. FREE help is available.

The Business Environmental Resource Center (BERC) is one-stop, non-regulatory Permit Assistance Center to help Sacramento County businesses understand and comply with federal, state, and local environmental regulations.

Employment & Training
SETA
The Sacramento Employment & Training Agency (SETA), a joint powers agency of the City and County of Sacramento, has been an effective force in connecting people to jobs and business owners to quality employees. Annually, SETA serves over 45,000 customers.
SETA's ONE STOP CAREER CENTER SYSTEM offers access to customers through a system of Sacramento Works One Stop Career Centers. The Centers integrate employment, education, and training resources from over 17 federally funded, employment and training-related programs.
The Sacramento Training and Response Team (START) is a partnership of more than 20 regional economic development, business, education, labor, and government organizations dedicated to making it easy for businesses to locate or expand in the greater Sacramento Metropolitan Area.
